I have heard from my frens that the local authorities can kill all the local dogs(even if they are with collar&tags) on the street!!Can someone pls tell me if it's true???... I have read an artical by the STAR (few years back)that in Penang, that all the cats that have been spayed were released to their original location by the Pg SPCA.Izit true????.....n y are the local authorities still kill all the cats that have been spayed (by a lady) ?????Do they have the right and y aren't the SPCA doing anything?????? Pls helpppppp!!!!!
