Puppy's crying "pain" from a splint on a front leg! Is this normal?

Gizmo (3 mo.) broke his paw last week and they wrapped ihis right front leg up and put a splint in it. It works like a cast. It kept falling off so i took him back to get it put on again. They put it on this morning, and all day he's been crying ( literally all day) little moans and yelping crys. I don't know why, but it saddens my heart to see him like this. He didn't cry all last week, but for some reason this cast is hurting him. Is this normal for a puppy to be crying from a cast?? Please put my mind at ease. THANK YOU!!
