i believe the "fighting" is a way for your dogs to show their dominant over each other. instead of letting them get together freely, you should leash both of them up, and slowly let them get closer to each other, this way, you have more control over them and pull them away if they start to "fight" again. at the same time, maybe you can lavish both dog with nice treats, so they will be more distracted with the food. and by eating near to each other, hopefully it will calm the both dogs down as they get comfortable with the present of other dogs around. neutering could be another way to reduce aggressiveness, but that cannot be the case all the time, sometime it might help, other-time maybe it wont, either way, both your dogs are too young to be neuter. it takes time, and all the best =)
