Trembling at unfamiliar places and active dogs

Hello everyone. My 4-year-old Shih Tzu is very scared of unfamiliarity. When another dog jumps to her and wants to play with her, she will run away. Also when i bring her to unfamiliar places, she will start shaking. Heartbroken to see her so scared :(( I am aware that it might be lack of socialising, as she is the only dog in the house. I walk her twice everyday, but as I am staying in an apartment, its not exactly a place where there are a lot of dogs being walked. I also always leave my door open in the morning after i wake up, in hope that she can see the "outside world" more. But there is not much to see from a 5-storey door except the walkway... When she went for home-boarding last month, she was so scared of the other dogs and not enjoying it at all. One thing though, is that when the other dog is calm (not bothering her), she wont be that scared. She wants to take things slow... I also learnt that by carrying her by force to the playful doggies just will make her scared more.. I thought of maybe go to parks and let her sit by the side, watching other dogs socialising, and let her take her own sweet time to get used to it, instead of forcing her which might scare her more. Unfortunately, I don;t think that I can find a park which allows dog in Malaysia? Is there any place where i can just hang around with her, and let her see for herself how much fun is it to socialise and hopefully eventually she will. Any advise welcome
