Re: [melmel] DBKL DOG POUND CRUELTY [In reply to] Can't Post

Dialogue session with DBKL @ 12 Feb : Face -to-Face with DBKL In light of the recent controversy surrounding DBKL, the SPCA Chairperson called for a meeting to discuss serious allegations that DBKL are strangling stray dogs and drowning cats.

The meeting was attended by Dr Hamdan bin Ahmad( Head of Animal Welfare Dept, DVS), Christine Chin, Dr Lim, Dr Suhanna, Dr Goh, Mr Krishnan, Dr Zaidi (DBKL), and Mr Chandrakahn (DBKL Pound Manager).

SPCA highlighted that this is a new era of responsibility, accountability, reality, transparency and humanity. There is nowhere to hide for animal abusers. DBKL vehemently denied the allegations and are ameniable to compliance of the DVS Guidelines for stray animal control (May 2008).

SPCA has investigated the earlier allegation in Nov 08, and also alerted DVS who contacted DBKL to get their story - there was no hard evidence of strangulation or drowning. SPCA said SPCA Klinik Kembiri @ DBKL will close in protest if the allegations prove to be true.

Copies of the Guidelines were distributed to all present at the meeting. In compliance to the guidelines that prioritized animal welfare, DBKL has agreed to;
a. get a qualified Vet to do the euthanasia of the dogs and cats once a week
b. anaesthetize aggressive and nervous dogs before putting down so as to reduce the stress inflicted on the dogs. This will incur higher costs.
c. create humane conditions for euthanizing animals e.g. a separate room
d. Attempt to rehome dogs, after being spayed or neutered by SPCA KK.
e. mandatory microchipping
f. differential licensing for neutered and unneutered dogs

The root causes of strays are irresponsible owners who allow their un-neutered dogs to roam or abandon their un-neutered dogs, and they need to be addressed and penalized via effective and sensible legislation. We also highlighted an FBI fact that animal abusers are 5 times more likely to abuse children, women and be a menace to society - so cruelty to animals hardly ends there.

Hell Holes created by MPKlang, MPKajang and MPAmpang Jaya

Recent investigations into stray dog control measures by local municipals highlighted the hell holes that stray dogs impounded are thrown into. These Municipals do not even have pounds.

MPKlang
operates an inhumane and detestable "pound". MPKlang has promised over the years that they will build a new pound and stop using wires to catch stray and owners' dogs. Through the years, SPCA's letters and calls to action to MP Klang have fallen on deaf ears. MPKlang keeps the stray dogs in a truck. To SPCA's knowledge there is no food and water provided. The wires cut into the throats and bodies of dogs and puppies causing immense pain and a slow and extremely painful death. This cruelty is against the law and directly violate Section 44 Animals Act 1953 (revised 2006) - yet no changes and charges are made.

MPKajang
is also another Municipal that contributes directly to the cruelty of stray and owned dogs. Stray and owners' dogs are kept in this truck. Again, we are not aware that food and water are provided. The truck is kept hidden from public view and there is no way an owner can retrieve his dog.

MPAJ
also has no pound and relies on their dog-catching contractor, Vet-Fine S/B, to catch and destroy stray and owners' dogs. The dogs are kept in vans, for days without food and water. Vet-Fine S/B are implicated in many atrocities involving the capture and inhumane killing of stray and owners' dogs. SPCA has reported Vet-Fine's alleged cruelty to DVS and VAM but no action has been taken. SPCA has been verbally abused and threatened by Vet-Fine dog catchers in this process of gathering information.

Next week we will highlight other pounds, as well as contact details for each pound that you can write e-mails and letters to and voice your concerns!

SPCA Assists DVS Labuan

SPCA KK team visited Labuan in Jan 09 upon request by DVS Labuan to assist in training the staff at DVS clinic in medication, treatment and clinical protocols. Dr Suhanna and Dr Goh complimented on the staff's interest and dedication to learning their scope of work better. The vets offered treatment and surgery for pets for one day, which was well received by Labuan residents! The KK vets also advised on better surgical procedures for spaying and neutering. We hope DVS Labuan will be able to extend a wider range of vet services to the Labuan residents in the near future.

KL Mayor defenced Dog Dragged was a Dead Dog

Star February 18, 2009

Mayor: Killings sensationalised

THE alleged killing of stray dogs at the Kuala Lumpur City Hall (DBKL) animal pound in Setapak was blown out of proportion, said Kuala Lumpur mayor Datuk Ahmad Fuad Ismail. The mayor, who had instructed his officers to conduct an investigation, said the visuals shown over TV3 programme 360° showing a dog pound worker dragging a dying dog with a loop around its neck was not entirely correct. “The dog was already dead after our officers had euthanised it. What was shown on TV was a worker dragging a dead dog. It was not strangled or its neck fractured as reported,’’ he said. While the mayor acknowledged that whole process should have been better managed, he, however, denied that the dogs were brutally killed at the DBKL dog pound.

Angry crowd: A file picture of animal activists marching from the pound to the ‘grave site’ of the animals killed at the pound. “We have been operating the pound for over seven years in collaboration with the SPCA and there has never been such an incident,’’ he said. On the issue of the burial method, the mayor said the landfill in Bukit Taga refused to take the carcasses so DBKL had to bury the dead dogs inside the pound. But this was done under the Dog Licensing and Canal bylaws The process involves digging several holes which are about 6ft deep. The hole is layered with lime dust as a disinfectant. Each hole can take in about 60 dogs and the process is repeated months later. “As bad as it may sound, there is no other way to do this as the cost of having an incinerator is too expensive,” Fuad said. Under the Dog Licensing and Canal bylaws 1991, stray dogs caught by the DBKL will be kept for seven days before they are put to sleep. “The cost of catching a dog is RM30 and feeding and euthanising a dog costs RM120. “The DBKL catches some 8,000 stray dogs a year. Last year alone, over 7,800 dogs were put down at the Setapak dog pound,” Fuad said. The mayor said if they were to engage a veterinarian to administer the injections, it would cost more. Fuad, however, promised to look into all aspects of the situation and better manage it. The DBKL, in collaboration with the SPCA, had initiated the Klinik Kembiri programme a few years ago whereby cats and dogs are spayed to prevent unwanted stray population. Since 2003, over 8,000 cats and dogs have been spayed.

45 felines rescued from apartment

MORE and more people are abandoning their pets because they can no longer afford to keep them.

Due to the slump in the economy, the number of pets being left at animal shelters, like the Society for the Prevention of Cruelty to Animals, Selangor (SPCA), has been increasing.

SPCA assistant manager Jacinta Johnson said since the fuel price increase last June, the number of cats and dogs surrendered at the shelter had been increasing. Saved: The cats and kittens rescued by the SPCA from the apartment.

It was reported that a total of 7,734 animals were surrendered last year, compared with 5,991 in 2007.

“Each month, between 100 and 200 cats are dumped at the shelter, and most of them have to be put down when their health starts deteriorating,” she said.

Apart from cats and dogs, the shelter has also been receiving rabbits and hamsters as they tend to breed rapidly.

Last Friday, the shelter rescued some 45 cats and kittens from an apartment in Ampang. The tenants had vacated the premises and left the cats behind.

When rescue workers entered the apartment, they were shocked and horrified to find the entire apartment covered with faeces and urine. The stench was suffocating.

There were dozens of cats and kittens in the living room, kitchen, wash area and even the air-conditioning area.

“The owners had left the cats behind two months ago with a maid. But the maid ran away about two weeks ago, and the cats were left to fend for themselves,” she said.

It is believed that the owners had let the cats breed out if control and had confined the growing kittens to the wash area.

The 45 cats and kittens were quarantined at the SPCA quarantine area, but, sadly, 20 had to be euthanised as they were very ill.

The rest will be vaccinated and put up for adoption or placed in foster homes, or, as a last resort, euthanised humanely.

Anyone interested in adopting the cats and kittens can call the SPCA at 03-4256 5312 / 4253 5179, or email SPCA at spca@streamyx.com.

Well.. thats too bad then.... However, as a Buddhist, there is nothing against neutering animals...

In the teachings of Buddha, he has thought us to be compassionate.... and treat all beings equally.....

Just for the sake of wasting my own time and wasting everyone's time for reading,

A monk once said... When we see maggots, we feel disgusted and also we feel that it is a very dirty thing... This is because we see maggots on dead carcasses... However, we feel it because we are higher beings.... But to the maggots, it something that they have to do to survive... so if there were higher beings then us humans, they will also feel disgusted at what we are doing... no matter how good our deed is... This has thought me to see all living beings as equals.... and so far, it has also thought me that being a human does not mean that we are better then anything else..

Just for the sake of argument..... with snippets from thestar.com.my

“The dog was already dead after our officers had euthanised it. What was shown on TV was a worker dragging a dead dog. It was not strangled or its neck fractured as reported,’’ he said.

Is it really necessary to drag a dead dog using the loop thinggie? The dog is dead, therefore it will not bite anyone anymore...

Quote
On the issue of the burial method, the mayor said the landfill in Bukit Taga refused to take the carcasses so DBKL had to bury the dead dogs inside the pound. But this was done under the Dog Licensing and Canal bylaws

The process involves digging several holes which are about 6ft deep. The hole is layered with lime dust as a disinfectant. Each hole can take in about 60 dogs and the process is repeated months later.

“As bad as it may sound, there is no other way to do this as the cost of having an incinerator is too expensive,” Fuad said.

The holes are not only not properly filled, and from the footage in the TV, I dont think that it is even layered with lime dust. look at the flies and creepy crawlies all over...

Quote

Lets do some calculations...
Assuming that DBKL catches 8,000 strays a year... And the cost for catching ONE dog is RM30... This means that the cost for catching 8,000 dogs is RM240,000 a year.

Lets assume again that 7,800 dogs are fed and then put to sleep in a year... Assuming that the cost to feed a dog in a week is RM30... which means the cost to euthanize a dog would roughly be about RM90.. Therefore, the cost of euthanizing 7,800 dogs is RM 702,000 a year.

So... IF the dogs are not euthanized properly, and not using the medication, a total of RM462,000 can be saved a year...

Quote
While the mayor acknowledged that whole process should have been better managed, he, however, denied that the dogs were brutally killed at the DBKL dog pound.

“We have been operating the pound for over seven years in collaboration with the SPCA and there has never been such an incident,’’ he said.

From the information that i got (which i'm not sure how true it is), DBKL pound has erected a new fence to enclose the premises so that no one can see what is happening inside. So, if there is really no such things happening there, why take the trouble to cover up the pound?

And if i'm not mistaken, since DBKL is under the government, and this means they survive from the money they are getting from the government... Which in turn is the "rakyat's" money... as we are paying taxes.. And since we are the one's paying the funding and also the salary of these people, we have all the right to query whatever is deem to be improper...

Quote
The DBKL, in collaboration with the SPCA, had initiated the Klinik Kembiri programme a few years ago whereby cats and dogs are spayed to prevent unwanted stray population. Since 2003, over 8,000 cats and dogs have been spayed.

8000 cats and dogs for a period of 7 years?? which means that only about 1000 odd cats and dogs a year... and again if i'm not mistaken, these animals are brought in by the owners themselves and the neutering fees are paid.... which has nothing to do with the issue in hand now...

The investigations are all done internally and the people doing the investigations are also the DBKL people.. i'm sure everything is swept under the carpet... who wont cover their own ass?? Dont tell me the investigator who is under the employment of DBKL would say "Yes, what you saw on TV is true, we are merciless killers..."

Extracted from Ruth blog :

UPM or DBKL - Which is more cruel to animals?

It seemed that upm does get dogs from dbkl for them to practise hands-on. Years ago, the student vets used to catch their own strays. This particular vet caught stray cats. Those days, the trainee vets were more responsible. They operated on the animals, then they stitched them up properly, took care of them and made sure that they were fit before releasing them.

Progressively, the trainee vets got more irresponsible. They can easily get animals from the dog pound. They operated on the animals. Then they stitched them back but at times the stitching were not done properly as the trainees couldn’t care less. Sometimes, the animal’s intestines could be seen dangling outside. Why should they bother as it’s easy come, easy go. Then, it was decided that the animals must be euthanised after the trainees had finished with them.

Now, comes the gory bit. On one occasion, a dog that was operated on was not stitched back as it was to be euthanized. The trainee euthanized the dog but did not ensure that the dog had died. The dog was put in the cold room (or something like that) waiting for disposal. The next day, when the staff went to get the carcasses of the animals, what did the staff see? The dead dog was in a posture that showed that it was trying to crawl out with all its entrails hanging out, eyes popped out - frozen - of course. What did the posture of the dog indicate? That it was not dead yet at the time it was put in the cold room. There was a big hue and cry after that incident. It was then decreed that all animals must be euthanized before the trainees operated on them. I just can’t begin to imagine the excruciating pain and trauma that the poor dog went through before it died or froze to death. I do hope indeed that death came quick for the poor dog.

Someone asked why is it that upm needs to have the dogs euthanized before being operated or experimented on. She said that upm should instead use these dogs to teach the vets to have the correct attitude towards animals through pre- and postoperative care - to be more humane, caring, to value life and be more responsible towards these abandoned, abused and unwanted lives. High calling indeed!!!

Let’s hope upm will have a better screening process when they have new intakes and not take in those who just want the title ‘Dr’ or just for money, money, money!!!!!

Re: [melmel] DBKL DOG POUND CRUELTY [In reply to] Can't Post

from malasian dogs deserve better blog :

HIGH ALERT

Dear all,

We have an emergency situation at hand and need urgent help. Some of the dogs brought from the pound have tested positive for distemper. However, they do not have any symptoms and appear to be okay. Therefore, they have to be removed from the Ara Clinic as we do not want to infect the healthy dogs.

We’re also looking for other clinics with isolation wards that can take a dog or two. And we are also looking for fosterers who can take these dogs in as they will have to be fed with medication and a high dosage of vitamins to battle the infection.

The distemper virus is like the measles and chicken pox virus in humans. The virus is not transmissible to humans, cats as well as older dogs and vaccinated dogs.

Puppies up to 6 months old are however vulnerable. Therefore if you have older vaccinated dogs or only cats, you can take in a dog and nurse it back to health.

These dogs have escaped the jaws of death at the pound and it is only fair that we collectively fight to ensure that they make it through this hurdle.

All you have to do is to isolate the dog – cages and medication - will be provided and ensure that it takes all its medicine and is fed nourishing meals. You can wash your hand in a mixture of one part of Clorox and 30 parts of water.

The virus also does not survive very long in room temperature and it’s good if you place the dog’s cage in a sunny area – not directly under the sun though.

Please help us help them.

Write to - malaysiandogsdistemperalert

Please call: 019-3576477 or 019-3203875

Please also alert us if you know of any experienced vets who would like to assist us in our rescue work. They would of course be paid. After this experience we feel that we should break our rescued dogs in several groups and sent to several different vets.

extracted from M'sian Dogs Deserve Better blog :

Dear people,

we are in big trouble has our funds have been wiped out after several of our rescued dogs from DBKL dog pound tested positive for distemper. They are all on medication to boost the immunity and this is is rather expensive.

Furthermore, we have been coming across many many syray puppies and we have been told this is the post-mating season!

Keeping them pending adoption has also taken a toll on our funds.

Until we are able to consolidate monthly grants from corporate donors, we have no choice but rely on members of the public to help us out.

Therefore, we are once again appealing for donations to help us help the dogs.

Those who want to donate could do so by - Cheques in favour of:

1). Animal Health Center @ Ara,

2). Thomas Animal Clinic & Pet Corner,

c/o No 48, Jalan Jeriji U8/75C,

Re: [melmel] DBKL DOG POUND CRUELTY [In reply to] Can't Post

from Ruth blog :

More ghastly horror revelations from UPM torture chamber (get the dogs from DBKL Dog Pound )

I was horrified when inundated with more horror revelations from this institution of higher learning (learning? - ha! ha! ha! lunacy may be more correct) UPM. There is this torture chamber behind the post-mortem room (used to be called the elephant room ‘cos elephants used to be kept there) where healthy dogs and cats which are about to be ‘TORTURED’ are kept. If there is a vet’s name displayed, it means that that animal is meant for that particular ‘TORTURER’. It is his/her project and these are mainly PHD students and are mostly foreigners.

THIS PLACE IS IN HORRENDOUS, APPALLING, DREADFUL CONDITION. THE CAGES ARE OLD AND RUSTY. THE ANIMALS HOUSED THERE (WAITING TO BE ‘TORTURED’) SWIM IN THEIR FAECES AND WHETHER THEY ARE FED OR NOT DEPENDS ON THE VET IN CHARGE OF THE PROJECT (THE ANIMAL USED). ONE CAN EVEN HEAR THE PITIFUL CRIES OF THE ANIMALS. IF THE DOG DIES DUE TO STARVATION OR WHATEVER REASON, THEY CAN JUST EASILY OBTAIN ANOTHER ONE FROM THE POUND. AFTER ALL, THERE IS ENDLESS SUPPLY THANKS TO IRRESPONSIBLE PET OWNERS, BREEDERS, ETC., ETC.

These animals are used for research on therapy, for example, cancer, where a long period is required to produce the results. Invasive methods are used on healthy animals, similar to what is done by Eukanuba/IAMS, Hills for their prescription diet. This division is under the department of postgraduate studies.

Apparently, UPM is trying for apex university status so that they can get more funds, I believe, that comes with such status (it’s always about $$$, isn’t it?). To achieve that, the university must have lots of postgraduate students especially foreign students ($$$ again). It seems that UVH is always in the red - being overstaffed, high wastages, etc. Funds is never enough. As such, UVH, although they are aware of this torture and cruelty going on, choose to keep silent because they need funds and this faculty (dept. of postgraduate studies) generates the funds.

Don’t these people feel anything to see suffering? We were told that the lecturers in this faculty are vets but they could be specialists in horses, chickens, etc. They know nothing about dogs/cats except what they do in their practical. Neither do they know anything about healing animals because they don’t have hands-on experience, to them they are just that - animals.

For money, I believe some people will sell their souls to the devil. For money, they will condone all kinds of inhumane acts on helpless and innocent creatures which can’t speak for themselves nor defend themselves. I’m not surprised if one day children will be used as children are also helpless and innocent.

After the incident of the dog not fully euthanised, it seems the lecturer who obviously got a shelling ordered all trainee vets to make sure that all dogs are put-to-sleep at 5 pm. Reason: the lecturer wants to go home.

Someone mentions that one of the senior vets in UVH helps in Mercy Malaysia. How is it that deeds of cruelty is happening on home ground and nothing is done? I believe I can answer that. First, these are just animals and it matters not what is done to them. Second, the Veterinary Officers(VOs) are not allowed to voice out anything because the university needs the funds.

I marvel that the people - trainee vets, the lecturers and the torturers - can go home peacefully and spend time with their family. I hope the dead dogs will haunt them in their dreams and stalk their every waking moment.

I have a suggestion for UPM. Why don’t they adopt cost-cutting measures? Why have 20 people hanging around doing nothing when 1 or 2 will suffice? Get rid of the parasites and you may not need so much funds.

I have heard and read foreigners commending Malaysians for being kind people. Of course, we are kind - to allow them to come into our country to conduct acts of cruelty but I guess to many, it’s ok as they are only using the animals to do research.

Seven dogs rescued from pound tested positive for distemper

By WANI MUTHIAH

THE director of a non-governmental organisation that has launched a canine welfare programme, is seeking public help to save the lives of dogs rescued from DBKL dog pound in Kuala Lumpur recently.
Community Development and Integration Initiative (CDII) director Firoza Buranudeen said seven of the dogs in a recent batch rescued from the pound tested positive for distemper.

Distemper is a viral infection, which is similar to chicken pox and measles in humans, and deadly to dogs if left untreated.
CDII’s venture into animal welfare programmes took off last year when the organisation launched its Malaysian Dogs Deserve Better (MDDB) project, spurred by the precarious existence of dogs in the country.

According to Firoza, distemper could be countered with the isolation of the infected dogs, which would be administered high doses of vitamins to strengthen their immune systems.

However, she added, almost all veterinary clinics did not have isolation wards and most veterinarians would turn away infected dogs lest their clients’ dogs catch the virus.

“Given this, we have placed our infected dogs in homes of kind people willing to foster them and our veterinary clinic has prescribed the necessary vitamins,” she said.

Firoza said the outbreak had depleted the project’s funds and she hoped the public would once again help CDII help these displaced dogs.

“Please help us to help them,” she said, explaining that dogs could contract the distemper virus at pounds from non-disinfected cages that became a thriving breeding ground for the virus, as well as overcrowding.

She said the CDII would also initiate meetings with local councils to recommend that holding cages be disinfected regularly and that captured dogs be kept in better conditions.

“When dogs are caught off the streets, it must be with the mindset that they may be rescued and rehomed as opposed to the belief that they would all be put to sleep,’’ she added.

Firoza also said the CDII would continue to rescue dogs from the pounds even if they tested positive for distemper or any other canine viruses.

“We will nurse them back to health and find families that will adopt them,” she said.

Firoza noted that an increasing number of pet dogs were ending up in municipal council pounds.

“We know that they are pet dogs because they have collars and some are purebreeds,” she said.

She added that it was sad that some owners, who had been careless enough to allow their dogs to be caught, did not come to claim them from the pounds.

The CDII is also looking for more veterinary clinics which are willing to work with it in its canine rescue mission.

“Currently, we work with one clinic each in Klang and Petaling Jaya, but we need to work with more clinics due to the increasing number of rescues we carry out,” she said, adding that the clinics would be paid for their services.

Malaysiakini 11 March 2009 :

Vivisection - KL City Hall a supplier to UPM

Concerned Parents | Mar 11, 09 4:48pm

Our children are studying at the faculty of veterinary medicine (UVH) in University Putra Malaysia (UPM) located at Serdang, Selangor.

The dean of the faculty has been using young and healthy dogs for all kind of experimental and lab tests. Most of the dogs used are less than one year old. Some are pedigrees and believed to be pets lost by their owners. The dogs must be healthy in order to fulfill the university’s requirements. )

It is learnt that the post-graduate students obtain the dogs from the Kuala Lumpur City Hall dog pound every week and operate on them in order for them to study the organs and conduct all kind of experiments.

These students are divided into groups and each group is given a young and healthy dog for experimental purposes. The dogs are injected with cancer cells. The cancer cells are left to multiply in their body.

Several forms of treatments are randomly tested upon these animals. In hopes of maintaining the integrity of this experiment, the dogs are made to starve, leaving them dehydrated, howling and highly traumatised.

As these experiments require a long period to produce the results, invasive methods are used on the poor dogs. Apart from this, after the operations, the students do not stitch up the poor dogs properly after operating on them alive to study the organs,

This leaves the dogs’ intestines dangling outside the stomach while the dogs are still alive.

Sometimes, the post-graduate students euthanise a dog but do not ensure that the dog has died. The dog is put in the ‘cold room’ (or something like that) waiting for disposal.

We just can’t begin to imagine the excruciating pain and trauma that the poor dog went through before it died or froze to death.

All this due to the endless supply of dogs from KL City Hall’s dog pound.

During the experiments, the dogs are subjected to constant pain as the cancer progresses. Such an act is an act of cruelty against these innocent animals. How much they must be hoping that they could just kill themselves.

The dogs are confined in small kennels behind UPM-UVH post-mortem lab while some are kept in old and rusty cages in the post-mortem lab. The place is in horrendous, appalling and in a dreadful condition.

We have come to know that UPM organises annual events to help in raising funds for taking care of stray dogs . Every year a ‘Dogathon’ event in August is run by UPM to raise funds for these strays. It serves as a platform to address the issue of stray dog awareness.

But on the other hand, young and healthy dogs are being used for inhumane experiments without the knowledge of animal lovers and activists. It is clear now what their true intentions are.

Voice for the animals -Selangor State Govt Appoints SPCA to Monitor Local Municipal Council Dog Pounds

Malay Mail March 16, 2009 Mon
GOOD news for all animal lovers. The Selangor State government has started taking steps to stop animal cruelty at local councils.

For many years, animal lovers and NGOs, such as Society for the Prevention of Cruelty to Animals (SPCA), have been calling for tighter guidelines and regulations to prevent local council contractors employed to catch dogs from abusing their powers.

Subang Jaya State assemblyman Hannah Yeoh, accompanied by SPCA chairman Christine Chin, made the well received announcement at her service centre in SS14, Subang Jaya yesterday.

“I have informed the State Assembly about what’s going on and the response was good.

State Executive Councillor for Local Government, Study and Research Committee Ronnie Liu assured me he would take necessary action to stop animal cruelty,” said Yeoh.

“For starters, Liu said a contractor employed to catch stray dogs by one particular local council cannot be employed by other councils.

Prior to this, one company will be hired by several local councils. This led to contractors to ‘reuse’ dogs that are captured,” she added.

“Secondly, Liu is open to the idea of having someone from SPCA to sit on the council committee in charge of animal control.”

It has been alleged that some contractors have been charging several local councils for dogs caught in one area.

“In one case, the council overpaid the contractors RM70,000. After investigations, it was learnt that the dogs were not caught in their area,” said Chin.

She, however, declined to name the local council that was defrauded.

The SPCA representative will monitor and advise the committee on animal rights and welfare. Besides that, the representative will ensure that animals are not illtreated by contractors.

Also, the representative will make sure the guidelines on catching and exterminating stray dogs as set out by the Department of Veterinary Services is followed.

On March 6, Malay Mail highlighted the issue with pictures showing captured dogs placed in vehicles with no cages to separate them as stipulated in the May 2008 Department of Veterinary Services’ (DVS) Guidelines on Catching and Exterminating Stray Dogs.

The three councils said to be practising this method of stray management were Ampang Jaya, Klang and Kajang municipal councils.

In the report, it was also stated that the Klang Municipal Council still used wire to snare strays, which cuts into the throats and bodies of the animals causing a slow and painful death.

DOGS / CATS ADOPTION DRIVE

We will be holding our adoption drive at the NZX Mall at Ara Damansara on the 28th (Sat) and 29th (Sun) March and need volunteers to help us.

Since we would be bringing our dogs as well as those of other rescuers – and some cats – we need volunteers to supervise and coordinate them.

There are also other things that will need to be taken care of and those interested in volunteering could also give us ideas on what they can do/want to do.

We are also planning to have some exhibition booths as well as talks and demonstrations by vets, groomers as well as those benefiting from just being in the company of pets.

The event will be organised with little fuss and a lot of camaraderie.

Let’s all get together and have a good time but at the same time – work towards finding homeless animals good families.

Please pass the word around.

Those interested in volunteering please write to:

DVS Deputy D-G Being Questioned by Star on UPM-DBKL Pound Dog Research :

thestar.com..my/metro/story.asp?file=/2009/3/14/central/3476118&sec=central

Saturday March 14, 2009 Pound animals used for research By CHARLES FERNANDEZ

IT IS a general practice for students of Veterinary Sciences to use animals like dogs and cats for research but only after they are humanely put to sleep, Department of Veterinary Services (DVS) deputy direcor-general (development) Dr Ibrahim Che Embong said.

He was responding to a complaint by a reader that students at the Faculty of Veterinary Sciences of the University Putra Malaysia (UPM) are using live animals supplied by the Kuala Lumpur City Hall (DBKL) for experiments.

However, he said the department had no knowledge of any long-standing arrangement by UPM with the DBKL to supply dogs from their pounds for research.

“We do not have any information on this nor is the faculty required to inform us of such arrangements to use pound animals for their training,’’ said Ibrahim.

He said although DVS opposed the use of abandoned animals from pounds and shelters, he was sure that the UPM had their own reasons to use pound dogs supplied by DBKL as claimed.

He added that when he was a student, he never came across healthy animals being used for research although sometimes mongrels (mangy looking and diseased) that were put to sleep were used for experiments and lab tests.

“Sometimes dead animals are brought in for anatomy and pathology studies for the veterinary students to have hands-on practice.

“The animals are then either buried or incinerated,’’ he added.

Ibrahim said abandoned animals in pounds and shelters already suffering from fear and distress of losing their carers.

He added that if there were objections from the public that their use in research should not be condoned, then such practices should be re-evaluated.
