If you read the beagle standard it differs from country to country but generally if you follow the British standard anything from 13-17" is acceptable.
In America they segregate the beagles into 2 different sizes.13" and 15".Anything above 15" in these countries if shown will be disqualified.That is why you see different types in America and any other country that adopts similar standards ie the AKC standard.So in such countries they have two sets of challenges and prizes for the 13" and 15" variety respectively.
In Britain anything above 13" is generally acceptable though I believe most of the winners there are of quite substantial size.
In Australia they are a bit of a mix of both standards.They would be more to the British side.
In the Malaysian show scene we adopt the British and Australian standard.This is because almost 90% of out show judges are from these countries.Only once or twice a year when an American, Canadian or Japanese judge comes we tend to get the beagles judged more to the American way.
Our neighbours Thailand and Philippines use the American standard.Singapore and Indonesia where there are very few beagles are more to the British ways I believe.
How to measure the height of a beagle?
The correct point to measure would be at the shoulders or withers techincally.YOu need a special stick.
