Climbing up the stairs

My MiniSchnauzer, Chloe, has suddenly developed a phobia on climbing up the stairs. she used to be able to do it very quickly and she could come down the stairs as well. she is only 13 months old and because her toilet is upstairs, she would run upstairs to pee/ poo if we take her down to play. now, she wont even try to climb the first step! so we have to carry her up every 2 hrs or so incase she needs the toilet. i tried luring her with her fave peanut butter but she still doesnt do it. is there another way i can try?
