for ur 1st question....u need to paid RM150 for a transfering ownership fees. u need not go along wit d petshop ppl. u juz need to hd d original cert wit u.
MKA do not organize any training at penang (as far i know)...if u wan confirmation, give them a call.
but i know another organization that provide training at penang. u may wish to visit they website
